Rwandan presidency dismisses Kagame death rumours
Kigali: Rwanda's presidency on Friday dismissed rumours that the country's leader Paul Kagame was dead.
The denial came amid reports of street celebrations in the Democratic Republic of Congo city of Goma, situated on the border with Rwanda, although it was not immediately clear what sparked the celebrations.
"That is completely wrong," an official from President Kagame's office said of the rumours.
"The president is currently meeting US students as part of his routine audiences. You are free to come and attend the audience and meet him as well," the official said.
A close aide to Kagame, Yolande Makolo, also dismissed the rumours, saying on Twitter that they were "utter nonsense".
Kagame, 56, became the de-facto leader of Rwanda in 1994, when his Rwandan Patriotic Front (RPF) rebel army routed genocidal forces who had killed at least 800,000 people, mainly Tutsis.
His admirers hail him as an economic visionary, but he is viewed by critics as a despot who crushes all opposition.
He has also come in for fierce criticism for Rwanda's alleged support for rebel groups operating in the Goma region in the east of the DRC.
Rwanda has intervened in two separate conflicts in the DRC, sending troops into the former Zaire in 1996 and in 1998.

Kikwete awatuliza Chadema???????
SIKU moja baada ya Rais Jakaya Kikwete kutangaza kuunda tume itakayoratibu mjadala wa kuandika katiba mpya,wanasiasa na wasomi wameonyesha kuridhishwa, huku Chadema wakitahadharisha kuwa hatua hiyo iwe kwa maslahi ya wengi.
Vile vile, CUF nao wamempongeza na kumwonya Rais Kikwete kuwa makini na watendaji wake wenye msimamo wa kihafidhina kwamba asipokuwa makini wanaweza kumwangusha.
Chadema kupitia Katibu mkuu wake, Dk Wilibrod Slaa na Mwasisi wa chama hicho, Edwin Mtei wamempongeza Rais Kikwete kwa uamuzi huo wakitaka katiba hiyo ilenge kuwanufaisha wananchi wote.
Mtei ambaye pia ni Mwenyekiti mstaafu wa chama hicho, aliiambia Mwananchi Jumapili jana kuwa wamefurahishwa na rais kuamua kuunda tume ya kuratibu uanzishwaji wa katiba mpya kwa vile hicho ndicho walichokuwa wakikipigania siku zote.
Alisema chama chake kitatoa ushirikiano wa kutosha kuhakikisha kuwa mchakato wa uundwaji wa katiba hiyo unatekelezwa kwa nia njema. "Kwanza naomba kumshukuru Mungu kwa kumpa mawazo mazuri rais, lakini sasa nadhani watawala wetu wametambua ya kuwa zile kelele za madai ya katiba mpya tulizokuwa tukizitoa zinasikilizwa," alisema.
Dk Slaa kwa upande wake alisema rais amekosea kwani hajasikiliza kilio cha wananchi,kwa sababu wananchi hawataki ipelekwe kujadiliwa Ikulu kwa kuundiwa kamati. "Hapa kilio cha wananchi hakikusikilizwa kabisa kwa sababu Tanzania inataka katiba iliyotengezwa na wananchi sio serikali kuunda kamati," alisema.
Alionya kuwa suala la katiba kuundiwa kamati ya kuratibu inaonyesha kabisa kuwa katiba hiyo itakuwa ni ya serikali na sio ya wananchi. Novemba mwaka jana wabunge wa Chadema walisusia hotuba ya Rais Kikwete bungeni mjini Dodoma wakipinga mchakato wa matokeo ya kura yaliyompa urais kwamba hayakuwa halali na kuanzisha mkakati wa kudai kuandikwa kwa katiba mpya.
Hatua ilisababisha wabunge wa chama hicho kugawanyika na wengine kutuhumiwa kwamba walikihujumu chama hicho kwa kushindwa kushiriki kususia hotuba ya rais. Hata hivyo, kilio hicho cha kudai katiba mpya hakikuishia hapo, kiliendelea kusikika kwa vyama vyama vingine vya siasa vya upinzani kikiwemo cha CUF ambacho wiki iliyopita waliandamana kwenda ofisi ya Waziri wa Sheria na katiba kuwasilisha rasimu ya katiba mpya. CUF jana katika taarifa yao wamemtaka kuunda tume makini isiyo na mwelekeo ya kushabikia chama chochote cha siasa itakayofanya kazi kwa uadilifu,kwa maslahi ya taifa.
Taarifa hiyo ya CUF iliyosainiwa na Kaimu Naibu Katibu Mkuu wa chama bara, Julius Mtatiro, imemtahadharisha Rais Kikwete kuwa macho na wahafidhina na mafisadi wanaonufaika na kuwepo kwa katiba hii. Mtatiro katika taarifa hiyo alisema CUF kitatoa ushirikiano wa kila hali kufanikisha mabadiliko hayo ya katiba mpya ya Jamhuri ya muungano.
Juzi katika hotuba yake ya kufunga mwaka Rais Kikwete alisema ataunda Tume maalumu ya Katiba itakayoongozwa na mwanasheria aliyebobea, itakayokuwa na wajumbe wanaowakilisha makundi mbalimbali kutoka Tanzania bara na Zanzibar. Mwenyekiti Mwenza wa Mpango wa Utafiti na Elimu ya Demokrasia Tanzania (Redet), Dk Benson Bana akizungumzia suala hilo aliwataka mawaziri kumpa ushirikiano rais ili kufanikisha zoezi hilo.
Alisema hiki ni kipindi cha ukweli na uwazi na kwamba wakigawanyika watafanya kazi ya kutunga katiba mpya kuwa mgumu. Hata hivyo, alishauri wananchi washirikishwe kikamilifu ili watoe maoni yao yatakayoboresha katiba hiyo. “Kwa hili la katiba, Rais Kikwete amesikiliza maoni ya wananchi, hivyo apewe ushirikiano mzuri. Wananchi washirikishwe kwa kupitia kipengele kimoja mpaka kingine cha rasimu ya katiba ili kupata maoni mazuri na si kuchagua baadhi ya vipengele tu,’’ alisema Dk Bana ambaye pia ni Mhadhiri na Mkuu wa Idara ya Sayansi ya Siasa, Chuo Kikuu cha Dar es Salaam(UDSM)
Naye Mkurugenzi Mtendaji wa FemAct, Bubelwa Kaiza, alisema uamuzi wa rais ni sahihi, lakini akawa na mashaka kama kutumia tume kuratibu mchakato kutasaidia kuleta mabadiliko sahihi ya katiba. “Tanzania hahijawahi kuunda katiba mpya, tunapaswa kuwa makini katika hili, kinachotakiwa ni kutengeneza muswada wa sheria mpya itakayotoa muongozo wa katiba na utekelezaji wake,” alisema.
Mkurugenzi huyo alikwenda mbali na kuonya kwamba serikali isipokuwa makini na jambo hili inaweza kurudia makosa yaliyofanyika mwaka 1998, ambapo alisema kuwa Rais mstaafu Benjamin Mkapa aliunda tume, iliyoanzisha mpango wa ‘white paper’, lakini mwisho wake mapendekezo ya tume hiyo aliyakataa. Makamu mkuu wa Chuo Kikuu Huria (OUT), Profesa Tolly Mbwete alisema Rais Kikwete ametoa wazo zuri na lenye picha halisi inayoonyesha kuwa katiba ni ya wananchi na si ya serikali.
“Kama kweli itaundwa tume ambayo itachukua mawazo ya wananchi wote, asasi za kiraia, wafanyabiashara na wanasiasa, tutapata katiba itakayomnufaisha kila Mtanzania na kila sekta,” alisema Profesa Mbwete.
Wakati Profesa Mbwete akisema hayo, Mkurugenzi wa Policy Forum Tanzania, Albanie Marcus, ameahidi kumpa rais ushirikiano katika mchakato uundwaji wa katiba hiyo, akisema atatoa wataalamu ambao watasaidia kuratibu shughuli za ushirikishwaji wa wananchi.
“Tunashukuru na kumpongeza Rais Kikwete kwa kukisikia kilio cha wananchi, lakini hata hivyo kabla ya rais kutoa tamko hili, Policy Forum tulishakaa kikao na kukubaliana kwamba ni lazima katiba hii iwashirikishe wananchi kwa asilimia 100,” alisema. Marcus alitoa hadhari kwa serikali kwamba kuna makundi ambayo yanaweza kujitokeza na kuingiza hoja ambazo zitawagawa wananchi na kuharibu mchakato mzima wa kuandaa katiba.
Mbunge wa Jimbo la Bumbuli (CCM) Januari Makamba amepongeza uamuzi huo wa rais na kwamba tume itakayoundwa itakuwa mpya ikilinganishwa na zingine zilizopita.
“Tume ya Jaji Nyalali na ile ya Jaji Kisanga zilikuwa na majukumu mengine kabisa na hazikuwa za kuunda katiba, utaratibu huu unatumika kote duniani,” alisema. Mbunge huyo ambaye katika kipindi cha kwanza cha utawala wa Rais Kikwete alikuwa Mwandishi wa Hotuba za Rais Msaidizi, aliongeza kuwa yeye na wananchi wa jimbo lake, wana imani kuwa jambo hili litafika mahala pazuri .
Mwanahabari mwandamizi, Vicky Ntetema, alisema tamko la rais limedhihirisha kukomaa kwa demokrasia nchini na kuridhia matakwa ya wananchi. “Rais amekuwa mwenye hekima. Ila natoa pendekezo kwamba, katika tume hiyo wawepo wawakilishi wa vijana kwani hao ndiyo watakaokuwa viongozi siku za usoni,” alisema. Alisema ili amani iliyopo sasa iendelee, vijana wanatakiwa wajue kila kinachoendelea ndani ya serikali.
